The purpose of this change is to ensure that all property transfers in the city are properly documented and that all taxes owed to the city are paid in full. The FPC serves as proof that all taxes, fees, and charges have been paid, and it is required by the Cook County Recorder of Deeds when recording the deed.
It is important to note that while all property transfers now require an FPC, quit claim and government agency transfers will still be exempt from the $50 FPC charge. However, evidence of the FPC must still be provided when recording the deed.
To obtain an FPC, applicants must complete a new application form that reflects the recent changes in the regulations.
